Frances Townsend is an important figure in the US security departments. Frances received her JD from the University of Virginia School of Law, where she was elected to the editorial board of the law journal and served as a research assistant to Judge Robert H. Bork, who later became an Associate Justice on the Supreme Court. She is also a member of the District of Columbia Bar Association and Georgia Bar Association.
Frances Townsend was also the first woman to hold the Assistant to the President for Homeland Security position in US history. Additionally, she advised on homeland security, counterterrorism, and national and transportation security policies. In 2004 she became head of the Justice Department’s Office of Intelligence Policy and Review (OIPR). This office reviews sensitive intelligence operations for legality and appropriateness before being carried out by law enforcement agencies like the FBI or CIA.
